...the Portuguese brain drain seems to be increasing. The brain drain declined somewhat in the late 1980s, but then steadily increased. Thus, from about 1990 to the early 2000s, the emigration rate of high skilled workers increased from about 14.4% to 18% of the stock of the working-age population with a university degree. We don’t have much evidence for the last few years, but it would be fairly surprising if we didn’t find this trend accelerating
